OBJECTIVES OF THE PROGRAMME
To coordinate with Ministry of Health in the development and implementation of evidence-based policies and strategies, in order to provide equitable access to quality family health services including:
Maternal and Reproductive Health
Child and Adolescent Health
Gender, Equity and Rights
Nursing and Midwifery
Patient safety and Infection control
Ageing
Social Determinants and health promotion
The proposed position of National Professional would allow WHO to provide the necessary support for implementation of family health activities.
DESCRIPTION OF DUTIES
Under the overall guidance of the WHO Representative (WR) and direct supervision of NPO Administration, Planning and Programme Management, the incumbent is responsible for, but not necessarily limited to, the following assigned duties:
1. Provide technical assistance to the Ministry of Health in review, development and implementation of the RMNCAH in particular the neonatal component, and general support to the Maternal, Child and Adolescent Health programme.
2. Provide technical inputs and support to design and perform an in-depth situation analysis on health system response and capacity to improve maternal and childcare with focus on new-born care services.
3. Provide technical inputs towards implementation of the National Strategic direction for nursing and midwifery.
4. Coordinate with Ministry of Health towards implementation of the National healthy ageing strategy.
5. Coordinate with multi-sectors to strengthen social determinants and health promotion interventions in the country.
6. Coordinate with Ministry of Health and other relevant agencies to implement Gender, Equity and Human Rights (GER) related activities.
7. Provide technical and programmatic support in implementation of the WCO-BHU priority activities in light of the Flagship priorities and within the framework of RMNCAH including the development of National framework, tools and guidelines for quality improvement.
8. Coordinate with MoH to implement the Bhutan Newborn Action Plan (BNAP) focusing on the quality of services. Coordinate with Ministry of Health to review and finalize the health service policies and guidelines on maternal and new-born care.
9. Provide technical support in the development and/or introduction of new approaches, methods and practices in program management and evaluation.
10. Coordinate with Ministry of Health in periodic monitoring and evaluation of the family health programs.
11. Provide support to the government and partners in mobilization of resources to promote family health and secure procurement needs required for the implementation of the related programs.
12. Perform other relevant tasks as assigned by the supervisor.
REQUIRED QUALIFICATIONS
Education
Essential: University degree in Medicine, public health or relevant social sciences Desirable: Master’s in public health
Experience
Essential: At least two (2) years of experience working in family health and related public health programs Desirable: Familiarity with Government policies, priorities, structure and procedures on implementation of family health programs. Previous experience of working with WHO or other UN agencies is an advantage
Skills
Thorough knowledge of WHO goals, policies, rules and regulations, structure and functions.
Knowledge of programme planning, monitoring and evaluation process.
Excellent written and oral communication skills. Very good interpersonal skills.

REMUNERATION
Remuneration comprises an annual base salary starting at BTN 1,019,639 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
